The Transnistrian dispute got into a new phase. After going through the armed conflict period and that of the tacit conflict, it got into a new one, that of the dispute solution, but not through sterile negotiations with the Smirnov’s regime, that did not have any results, but through the creation of a new relationships configuration between the societies from both sides of Nistru.

It seems that we need a new relationships configuration between the societies from both shores of the river. Not occasionally the Chisinau authorities pay a great attention to a peaceful solution of the dispute in the context of the regional security. The presence in Europe of the separatist regimes with visible totalitarian attributes, uncontrolled by the international community, is a great problem within “countering terrorism”.

The Transnistrian dispute can be solved only with the help of the international organizations. Also, the forces that are interested in preserving the conflict should be isolated, because of their political and financial benefits that result after the conflict. And last but not least, it is important to accomplish the territory democratization on the left shore of Nistru, no matter the political and national connotations.

Solving any regional conflict can be stopped if one of the implicit parts acts in order to harm the rights and the interests of the other parts. Besides the “schools problem” and “the railway war” unleashed by the Tiraspol regime, the big amount of ammunition situated on the Transnistrian territory is a huge problem. 40.000 tones of ammunition could destroy not only Tiraspol and Bender, but also a lot of small localities.

It is known that different ammunition is produced on Transnistrian territory and then it is found in different conflict areas. If the Russian ammunition gets into the hands of some extremist forces, the effect will be negative for the whole Europe. Besides, we should not forget that we live in an active seismic area.

A part of Transnistrian population thinks that that the presence of Russian ammunition in the region is a guarantee of stability. Even if this opinion is a mistaken one, it has the right to exist. Though, the European experts’ role is to explain to the population of the Transnistrian region about the risks provoked by the uncontrolled ammunition.

The importance of the combating terrorism campaign for Moldova, is also caused by the position of the country and of the whole Europe in South-East European region - included in the so-called “Instability train”, that stretches from South-East Asia, through Near East, Caucasus, till the Balkans - a region with an active presence of terrorist and extremist groups. Combating terrorism through active solidarity of the states and citizens of the world is the best way. This solidarity means terrorists’ isolation by removing the terrorism causes.

Terrorism should not be monitorized, but eliminated. But this means a complex “soft”: a new international legislation, a new world order, a new diplomacy.

The governments, Force Ministries, Special Services are only a part of the humanity that should act in front lines this time. Each of us must think seriously, to get awareness of every moment of our past and present as a social event, in order to understand the future that should not be left aside.
