The meeting concerning the Threshold Country Program (TCP) witht the representatives of the Custom Service.

On Tuesday, the 28th October 2008, the Threshold Monitoring Plan of the Republic of Moldova within the Millennium Challenge Program took place. At the meeting participated representatives of the Custom Service and representatives of the Pro Marshall Center – the ONG responsible for the monitoring of the implementation of the TCP 4th component for preventing and control of corruption in custom service and police bodies, it is a monitoring process that implies the collection and analysis of the official information of the monitored institutions.

The main goal of the meeting consisted in the discussion and analysis of the monitoring process of the Custom Service activity for the second quarter.

One of the successful activities was the implementation of the “single window” principle, which facilitates the custom service procedures and diminishes the time-stay at the custom border. The efficiency of the “single window” principle will increase due to the reduction of the number of control agencies situated at the frontier, the harmonization of the control procedures according to the “one stop shop”, improvement of the working techniques and implementation of the automatic database for the exchange of information.

Mrs. Tatiana Busuncian, the director of the Pro Marshall Center mentioned that within the organized Focus groups, the surveys identified that some of the custom service collaborators were unsatisfied of the personnel rotation system. Although the personnel rotation system is a good one, some of the implementation mechanisms require changes.
