Threshold Country Program (TCP) Meeting

On Monday, 20th October 2008 took place the meeting with regard to the Threshold Country Program for the Republic of Moldova within the US Program Millennium Challenge. The event was attended by the representatives of the Ministry of Internal Affairs, Ministry of Justice of USA and Pro Marshall Center as an NGO responsible for monitoring the 4th component of the TCP regarding prevention and control of corruption in Custom Service and Police Bodies. The monitoring activity presumes the collection and analysis of the official information of the monitored institutions.

At the meeting were discussed the results of the monitoring process of the MIA activities for the III quarter of 2008.

The discussion concerning the main subject of the event identified the fact that the efficiency of the monitoring process is increased with regard to the previous quarter. It was mentioned the improvement of the collaboration with the monitored institution (SIA). At the same time was determined the efficiency and dynamics of the collaboration, although the responsible team for the implementation of the TCP within SIA was also responsible of the daily activities of the MIA with the same degree.

During the mentioned period the criminal investigation officers participated at the training courses. The representative of the USA Ministry of Justice Mr. Robert D. Coburn mentioned that every participant at these courses will be able to receive a Criminalisitic kit. In addition to this, Mr. Coburn announced that the Academy “Stefan cel Mare” will receive equipment necessary for the organization of the training and study courses.

Moreover Mr. Robert Coburn informed the participants that ICITAP is planning the organization of a seminar for the board of the instituions and a training course with regard to the usage of the special equipment and devices. These meetings are planned for the period of December 2008 – March 2009, after which the used equipment by the ICITAP will be donated to the Academy “Stefan cel Mare”.

Mrs. Tatiana Busuncian, the director of the Pro Marshall mentioned that although were registered some deficiencies, the planned activities of the TCP were successfully accomplished. Thus, the implementation of the conformity standards and ensuring the probity among the MIA personnel will lay stress on the professionalism and aptitudes by eliminating risk factors with regard to the protectionism avoidance.

The training and informing of the collaborators is necessary, while the equipping of the Police bureaus with the necessary equipment will improve the degree of collaborators’ informing with regard to the anticorruption – the sphere that is sustained by the US Government.

The involvement of the civil society in disseminating the information regarding the prevention of corruption within police personnel will improve the cooperation among the System of Internal Affairs and non-governmental sector in promoting the positive image of the Ministry of Internal Affairs.
