Democratic Transformation Workshop: “From Failing State to Functioning State: Pathways to Democratic Transformation in War-Torn Countries”

From the 6th till the 9th of May 2008 at Garmisch-Partenkirchen (Germany) the Research Workshop on the project “From Failing State to Functioning State – Ways to Democratic Transformation in War Torn Regions” took place. This workshop was organized by the College of International and Security Studies - Research Program Division of the George C. Marshall European Center for Security Studies.

The goal of the workshop consisted in giving the country study researchers(Georgia, Moldova, Kosovo and Afghanistan) the possibility to discuss and analyze the country reports on the concept of democratic transformation – facts and figures, challenges of state reform and state building.

Within the research workshop the following topics were covered:
- Concerning the Georgia and EU Programs;
- The role of external incentives;
- The impact of separatist conflicts on state failing;
- The difficult path to democracy and good governance: the case of Moldova;
- The problem of corruption and anti-corruption strategies in transitional countries;
- Kosovo: a statehood in the making: issues and challenges;
- The challenge of state building in Afghanistan etc.

In the closing part, the event opened up the possibility to discuss the problems and difficulties in the democratic transformation and deliver recommendations for further work within the framework of Lessons learned model.
